1.0 INTRODUCTION
This procedure defines methods and practices used to review the activities and courses submitted by Professional Engineers to satisfy the requirements
of the NYS Continuing Professional
Competency (CPC) regulations. Described herein are the qualifications
of evaluators, the
methods of responding to submittals and the record keeping system.

3.0 DEFINITIONS
3.1 Continuing Education Units (CEU): Unit of credit customarily used for continuing education courses. One continuing education unit equals 10 hours of class in approved continuing education course.
3.2 Professional Development Hours (PDH): A contact hour (50 minute minimum) of instruction or presentation.
The common denominator for other units of credit (One CEU = 10 PDH).
3.3 PDH Evaluator:
A Professional Engineer (PE) certified by PIE as knowledgeable and
capable of evaluating courses and activities submitted for credit as PDH units.
3.4 PDH Training Provider: A non-ABET accredited institution or business that offers Continuing Education courses to New York State Professional Engineers.
3.5
Core Courses/Activity: Any course or activity with
a clear technical purpose and objective which will maintain, improve, or expand the skills and knowledge obtained prior to
initial licensure or to develop new and relevant technical shills and knowledge in the discipline being practice by the registrant. Requirements will be consistent with regulations published by the New York State Department
of Education.
3.6 College/Unit Semester/Quarter Hour: Credit for ABET approved course.
4.0 INSTRUCTIONS
4.1 General
These instructions are to provide guidelines for the review and evaluation of the courses and activities submitted
by Professional Engineers (PE) as Professional Development Hours (PDH) to be applied toward the continuing education requirements
of the NYS Education Dept. Professional Engineering license process.
4.2 Submittals of Items for PDH Credits
4.2.1 Types of PDH Courses/Activities and Units
a. The PIE process is consistent
with the NYS Education Department regulations (Ref. 2.2.1). The following is
a brief description of acceptable courses and activities and the corresponding PDH units that may be assigned to each. It is expected that continuing education courses offered by non-ABET institutions
will have been evaluated by PIE and the PDH units preapproved or information material on the course will be submitted with
the CPC Recording Sheet (Attachment A).

An acceptable continuing education course is defined as any training course or activity presented via a media such as classroom, videotape, audio, correspondence
or satellite video link in the following general subject area:
1. Technical
Skills (e.g. engineering, math, science, graphics)
2. Professional Development (e.g. ethics, risk management,
design process, quality …) skills that benefit public health and safety.
4.2.2
Submittal of PDH Programs
a. Applicant should fill out
Continuing Professional Competency (CPU) submittal form (Attachment A) completely.
b. Applicant should attach
any materials that would aid the evaluator when performing
the review.
c. Submittal form and supporting
materials should be forwarded to PIE at the NYSSPE headquarters.
4.3 Review,
Acceptance and Assignment of PDH credits
a.
An officer of PIE
designated by the PIE President will assign the PDH submittal application to a PDH Evaluator.
b. The PDH evaluator will review each course or
offering (Section 4.2.1.a, items 1-5)
listed on the application and evaluate for the
following:
1. Course
or activity has a clear purpose, objective and scope.
2.
The course or activity type is consistent with those listed in 4.2.1.b
3.
The course instructor is qualified to teach the course.
4.
The duration of the contact time of the course or activity can be determined.
5.
The course or activity material is sufficient in content and detail to either
develop, maintain, improve or expand the skills
and knowledge of an engineering licensee.
6.
An assessment of learning (i.e. testing, feedback) that will result from participation in the course will be provided
as part of evaluation.
c. The PDH evaluator will approve or reject each offering and assign PDH credits in accordance with section 4.2.1.a.
d.
A brief explanation will accompany any rejected course offering.
e.
Items 6,7 & 8 listed in Section 4.2.1.a. will be accepted as submitted by the licensee applicant. It will be the responsibility of the applicant to maintain records for possible review
by the licensing board. PIE will retain records of attendees.
f.
The evaluator will fill out the CPC PDH Recording Sheet.
1. 12 PDH units should be earned
each year.
2.
A minimum of 18 PDH units must be earned in a core course/activity
(section 4.2.1.b.1)
3.
8 PDH units in core course/activity may be carried forward to the next
subsequent year. No PDHs may be transferred between triennial license registration
periods.
4. No other PDH may be carried over.
g. The PIE Administrative Staff will enter the
information from the CPC
Recording Sheet into PIE CPC PE PDH database for all participating PE’s.
4.3.1 Evaluator Qualifications
a.
Each evaluator will be a Professional Engineer currently licensed in New York State.
c. Candidates will have submitted a resume of experience to the PIE Board of
Trustees and will have been selected by the Board of
Trustees as an evaluator candidate.
d. The candidate evaluator will attend a workshop
on “The Evaluation and
Disposition of PDH Course/Activity Offerings” offered by the PIE Executive
Committee. The workshop lesson plan and attendance list will be documented
and retained as a permanent record.
4.4 Notification of Results
a.
The submittal will be returned to the Professional Engineer with
a transmittal letter with the CPC PDH Recording Sheet (Attachment A).
b.
A copy of the letter and CPC
PDH Recording Sheet will be filed at PIE as a record.
5.0 FEE
